India’s logistics and maritime sector is rapidly growing, especially in the state of Maharashtra—land of famous ports such as JNPT and Wadhawan Port, which is under construction. To meet the further demand for skilled and job-ready manpower, the Maharashtra government has taken a progressive step in setting up industrial training institutes across the state. This initiative is primarily focused on boosting industrial training in port operations, supply chain management, and logistics.
This move is driven by a ₹120 crore Public–Private Partnership (PPP) venture involving foreign Export Credit Agencies and private industry. The primary aim: turn traditional vocational centres into globally competitive hubs focused on port and logistics excellence. This transformation is not just policy—it’s a strategic opportunity for corporations in the maritime, warehousing, and supply chain sectors to partner with upgraded industrial training institutes, tailor training, and access industrial training opportunities that directly align with business needs.
Modernising 6 flagship ITIs with a plan to scale to 425 institutes by 2026 through Maharashtra.
Investment includes smart labs, simulation modules, and international certifications.
The initiative addresses around an 85% shortage of skilled port/logistics talent.
Company onboarding time can be reduced, structured talent pipelines can be built, and CSR can be elevated.

The Government of Maharashtra has launched a ₹120 crore initiative, through partner Export Credit Agencies abroad and private enterprises, for the upgradation of Industrial Training Institutes. Such upgrades would train the youth in modern employable skills in logistics, maritime services, and warehousing through further improved industrial training courses and digitised learning labs.
Here’s what’s executed:
New Curriculum in Port & Logistics: The new syllabus focuses on supply chain technologies, port handling, AI in logistics, and smart warehousing.
Infrastructure Overhaul: Setting up simulation labs, smart classrooms, and IoT-enabled tools for hands-on experience.
Industry Tie-Up: Private companies may co-create training modules and hire straight from trained batches.
Certifications: The trainees will be provided with industrial training certificates that are recognised globally for better employment opportunities in and outside India.
These reforms perfectly complement the National Logistics Policy of India, which intends to see a reduction in logistics costs and the enhancement of operational efficiency for the benefit of business as well as all corporate training stakeholders.

One of the crucial aspects of this transformation is international collaboration. ECAs of the Netherlands, Denmark, and Poland are funding the infrastructure of vocational training in the State of Maharashtra. With this additional support, the state’s ITIs are not just local training centres but international centres of excellence.
By 2026, over 25 ITIs will be modernised under this PPP model, eventually expanding to all 425 ITIs in Maharashtra. This large-scale upgrade will create over 200,000 trained professionals in the port and logistics sector annually, providing corporates with access to skilled, job-ready talent.

This will, therefore, enable corporates to bridge the skills gap and play an active role in nurturing industry-ready manpower through industrial training and apprenticeship opportunities.
Many industrial training institutes continue to function with obsolete machinery and irrelevant course structures. Setting aside the real-world standards in favour of the logistics of the smart period and digitisation is the very antithesis of training. These training upgrades are very much necessary to prepare students for the dynamic nature of supply chain management and port logistics.
With the embedding of AI and IoT with updated equipment into industrial training resources, lately in PDF, and practical workshops, the ITIs may render a better service and create a smooth transition from the classroom to the workplace.
Under the PPP policy, private agents are to invest from ₹10 to ₹20 crore in infrastructure and design and ensure that at least 50% of trained students gain employment. Foreign backing means global standards and monitoring.
Success would be gauged through KPIs and through employment rates and course completion metrics. Reports and industrial training PDF documents will be made available for transparency for the purpose of continuous audit and improvement.
